Cost of Attendance and Financial Aid Information
What it costs. The 2026-2027 catalog prices Master Educator at $8,636.99 in total charges, itemised as:
- Tuition: $8,100.00
- Registration fee: $100.00
- Books & supplies: $399.95
- Sales tax (books and supplies): $37.04
The Programs & Services page publishes the same totals but groups the lines differently, for example showing Barbering as "tuition and fees" of $15,225 plus books and supplies of $2,491.78 where the catalog separates the application fee, tools, sales tax and State Board fee. The catalog's own Schedule of Charges also prices the kits differently again, at $2,011.03 for the barbering and crossover kit and $210 for the Master Educator books, against the $2,280.60 and $399.95 on the programme pages. The programme-page line items are used here because their totals match the website; confirm the figures on your enrollment agreement. Tuition is charged by the hour, at $15 an hour for cosmetology, barbering and the crossover course and $13.50 an hour for Master Educator, and the catalog lists the California Student Tuition Recovery Fund charge as $0.00.
The catalog prints this programme's total as $8,636.94, five cents below the sum of its own four line items ($8,636.99); the line items are shown above as published.
Paying for school. The college is an eligible institution for federal Title IV grants and loans, and the catalog also names veterans' benefits and vocational rehabilitation for those who qualify. Students are asked for at least a $50 monthly payment towards their education alongside any Title IV funds, and may need to show creditworthiness through a school-approved credit check (charged in advance); an Institutional Finance Plan can be arranged if aid does not cover the balance. Payment is by check, money order or credit card with a 3% fee, and cash is not accepted for tuition. The catalog's cost of attendance budgets add monthly indirect allowances of $730 living at home or $2,190 living away. No FAFSA school code is printed in the catalog or on the pages reviewed; ask the school for it.
Overage fees. Students must complete all 600 actual hours. If attendance falls below 75%, scheduled hours pass an 800-hour cap and every scheduled hour beyond it is charged. Fees are calculated and charged at graduation at the current hourly tuition rate.
Cancelling and refunds. Cancel in writing within seven business days of signing and everything is refunded except the registration fee; cancel after that but before classes start and everything is refunded less the $100 application fee. Once you begin, the school keeps tuition pro rata by the hour through 60% of the program and all of it from 61%. Books and tools are not refundable, refunds are paid within 45 days, and unofficial withdrawals are found through weekly attendance monitoring. If the college closed or cancelled a program after instruction began, students would receive a pro rata refund.
Curriculum
The catalog's Master Educator curriculum, listed below, totals 600 hours. Progress is evaluated at 300 and 600 actual hours, and the attendance policy requires 45 hours of theory.
Grades. Written and practical work is graded A 93 to 100, B 85 to 92, C 75 to 84, D 70 to 74 and F below 70, and you need a C average, at least 75% in both theory and practical or clinic work, to make satisfactory progress. Progress reports are reviewed with your educator monthly. Missed hours cannot be made up; the completion date is extended instead.

Career Outcomes
Licensing. Graduates who complete their hours with a 75% average and settle their account receive a Certificate of Completion, and the college helps file for the California Department of Consumer Affairs licensing examination. The Department grants a license after the required hours and a written examination passed at 75% or better; candidates bring a current California driver's license, ID or passport and a copy of their Social Security card, and test in Fairfield or Glendale at their own travel expense. Licenses renew every two years. Applicants must disclose prior criminal convictions, which the Board may weigh under Business and Professions Code section 480.
Finding work. The college does not guarantee employment but makes reasonable efforts for graduates who ask, keeps in contact with barber shops and salons, and maintains a Job Listing Book of current openings. The catalog notes that the more flexible a graduate can be about placement, the easier it is to help.
Published outcomes. The 2026-2027 catalog publishes no completion, placement or licensure rates; it says only that its figures are calculated under state law. Ask the college for its current rates and School Performance Fact Sheet.
What to expect as a Hinton Barber and Beauty College student
The campus. Hinton Barber and Beauty College trains at a single 5,000-square-foot campus at 1035 Tennessee Street in Vallejo, with a combined theory and practical training area holding 25 styling stations, six shampoo bowls, five manicure stations, twelve dryers and student lockers, plus a library of reference materials and videos available on request. Students attend Monday to Friday: day classes 8:30 am to 4:30 pm and evening classes 2:00 pm to 10:00 pm full time or 5:00 pm to 10:00 pm part time. The student clinic serves clients Monday to Friday 10:00 am to 7:00 pm and is closed at weekends.
Daily life. Theory class is mandatory and runs 8:30 to 10:00 am for day students; a student who arrives after 8:45 am waits until theory ends to clock in, and day students cannot clock in at all after 10:15 am (evening students after 5:30 pm). Fridays are mandatory: miss a Friday and you cannot clock in the next school day. Full-time and part-time day students take a 45-minute lunch. The dress code is a Hinton shirt and trousers or knee-length skirt with a clean smock and closed shoes, no sandals. Students clock themselves in and out, and punching another student's card counts as forgery. Refusing to serve a patron brings immediate suspension.
Progress and leave. To keep federal aid you need a 75% grade average and 67% attendance; the school's own standard is 75% and 75%, checked at each evaluation point on actual clocked hours. Falling short brings a written warning and an academic plan, then probation only after a successful appeal, which is decided within 30 calendar days. Fourteen consecutive calendar days of absence ends enrollment, and the maximum time is 150% of the program length. Leaves of absence must be approved in writing in advance by the School Director, with military duty or medical reasons cited as valid.
Closures. The college closes for New Year's Day, Martin Luther King Jr Day, Presidents Day, the Monday and Tuesday after Easter, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Veterans Day, Thanksgiving and the day after, and Christmas Day and the day after.
